Two categories of displaced LPTV stations: “Operating” and “Unbuilt”

LPTV stations that are displaced as a result of the broadcast incentive auction are now separated into two categories as of this past week: “operating” and “unbuilt”.

In May 2016, the FCC announced that only LPTV stations that were “operating” on the date the Channel Reassignment Public Notice was released would be able to participate in the post- Incentive Auction special displacement window, that will take place in late 2017 or early 2018.

The Channel Reassignment Public Notice was released last week, which separates LPTV into the two categories.

A station is considered “operating” if it has licensed its authorized construction permit facilities or has an application for a license to cover on file with the Commission as of 13 April 2017. Any other LPTV station is “unbuilt”, even if it begins operation before the displacement window.
